Siang-tse is responsible for establishing Quann as Asia's leading cybersecurity services provider. He drives the growth and development of all aspects of Quann's business, which includes introducing new products and services, establishing partnerships and opening new markets. Siang-tse also heads the Cyber Security Group within Certis Group, overseeing all cybersecurity-related businesses.
Prior to this, Siang-tse supported the Group CEO in formulating the Group's strategy and business plans to deliver growth and international expansion for Certis CISCO.
Siang-tse was previously part of the Administrative Service in the Singapore Government. His last appointment was as Senior Director of Policy Development at the Ministry of Home Affairs. In this capacity, he was responsible for legislative review and policies relating to crime, cybersecurity, law and order, as well as counter-terrorism. He has also served in various management roles in areas relating to healthcare, energy and treasury within the Singapore Government.
Siang-tse holds a Bachelor of Arts in Economics from Cambridge University and a Master of Arts in International Policy Studies from Stanford University. He was also a Sloan Fellow at the Stanford Graduate School of Business where he received a Master of Science in Management.
Chief Innovation Officer
As Quann's Chief Innovation Officer, Professor Yu is responsible for cultural transformation, strategic problem solving and innovations in areas such as Big Data, video and cognitive processing, Smart Nation, Internet of Things (IoT), robotics, drones and high security solutioning. He also leads Quann Labs, focusing on cyber security innovation and anti-malware research.
Previously, Professor Yu held a similar role with the Ministry of Home Affairs. He has worked in the Civil Service since 1981 and was awarded National Day Honours, The Public Administration Medal (Silver) in 1993 and The Public Administration Medal (Silver) Bar in 2004.
Prior to being part of the Civil Service, he was awarded the Carl Duisberg Gesellschaft Scholarship, a Public Service Commission Scholarship, to pursue his studies at Fachhochschule Munchen, where he graduated as a Data Systems Engineer. During his studies, he received training at the Siemens Research Laboratory and IBM R&D Laboratory in Boblingen.
Professor Yu has been active in the fields of IT management and IT security for more than 20 years. He has led numerous national-level projects in IT security and homeland security and has been instrumental in evolving their architecture and fundamental mechanisms.
Professor Yu, a pioneer in the exploitation of microcomputers, is a former President of the Singapore Microcomputer Society. He is the inventor of cost-efficient and unique smart card readers, cryptography systems, more efficient protocols and fault tolerant systems. He is also an Adjunct Associate Professor at the Department of Mathematics at the National University of Singapore where he teaches an introductory course on cyber security.
SVP, Professional Security Services
As the Head of Professional Security Services, John is responsible for the development of Quann's key solutions and services. These include the Quann Consult integrated cyber physical security consultancy and the Quann Rescue service offering. He is also spearheading Quann Empower, which includes the development of cyber drills and awareness training at Quann's Cyber Range facility.
Prior to joining Quann, John held management and consulting roles in multinational corporations and government agencies in the region. He was a former Director at IDA's Information Security Group and Chief Security Advisor to the largest telecommunications group in the Philippines.
John started his career with the Ministry of Defence and later joined the then-National Computer Board in 1991 to head its IT Security Department.
A seasoned infocomm security professional with over 35 years of experience, John received the International Data Group ASEAN Chief Security Officer Award and was recognised as one of the most outstanding Chief Security Officers in 2013.
He is currently a Fellow to the Singapore Computer Society and serves on the Advisory Board to the IT faculty at the Singapore University of Technology and Design.
John holds a Master's degree in Computer Science from the University of Salford in the United Kingdom.
SVP, Technology Services Group
As the Head of Technology Services Group, Joseph leads the growth of the converged security business through technology innovation and application in areas such as the Internet of Things (IOT). Joseph is responsible for partnerships, alliances and channels to support the delivery of products and solutions from best-of-breed technology providers.
Previously at NEC Asia Pacific, he was the Vice President of the Enterprise Solutions Business Unit. He was responsible for ERP Solutions, Enterprise IT Infrastructure and Carrier Solutions, Energy Management Solutions, CRM and Contact Center Solutions, Ticketing, Retail, RFID and Digital Signage Solutions. He grew the Enterprise Business significantly during his 7.5 year tenure with NEC.
Prior to that, Joseph was the Vice President of Enterprise Solutions in ST Electronics (Info-Comm Systems) Pte Ltd from 2005 to 2008. He was responsible for the strong enterprise business growth the company enjoyed in the public sector. Concurrently, he held the appointment of Deputy GM of DigiSafe Pte Ltd.
Joseph also draws upon a wealth of experience from his eight years with Singapore Computer Systems Ltd. (SCS), during which he held several senior appointments, the last of which was Senior VP, Infrastructure Group. Joseph was also appointed as the CEO of SCS Networks Pte Ltd in 2003. During his tenure in SCS, he was involved in the business transformation and rapid growth of the group under his care.
Joseph graduated from Nanyang Technological University, Singapore with a Bachelor's in Electrical & Electronics Engineering (Honours).
